So I personally never shy away from color. In fact, I truly can say I have a closet full of clothes, but still have a hard time putting together an outfit, because I tend to always choose colors and brights, over the blacks, whites, and other neutrals needed to tie all of my colorful pieces together. But I'm working on that.
The general rule of colors for Spring, in my book at least, is pretty much anything goes. If you are worried about looking like a walking Skittles bag, focus on one area of your wardrobe or body to add a punch of color.
